Form is marked on its own
Each PTE writing task is scored on several traits, and Form is one of them. Form asks a mechanical question: does the response fall within the word range the task specifies. It is assessed independently of whether the writing is any good, which means a well-argued, accurate, well-structured response that runs outside the range still loses those marks. On some tasks the penalty is total rather than proportional, so a response a few words outside the range scores nothing at all on that trait. This is the cheapest set of marks in the writing section to protect and the easiest to lose, because losing them requires no weakness in your English whatsoever, only a miscount under time pressure.
Aim for the middle of the range
Writing to the exact edge of a range is a bad plan, because the edge is where a late edit tips you over. Aim for the middle. That gives you room to add a clause or delete a sentence during your final read without having to recount, and it removes the temptation to pad or truncate an otherwise finished response purely to satisfy the counter. The middle also tends to suit the other traits: the ranges are set so that a response of about that length has room to develop its content without repeating itself. If you consistently overshoot, the problem is usually planning rather than writing, so work on deciding what to include before you start rather than on cutting afterwards.
Build the count into your practice
The exam interface shows a live word count, so the skill you actually need is not counting but knowing what your target length looks like as you write it, and finishing with time left to check. Practise timed under the same range and pay attention to how much of the response you have produced at the halfway point. Over a few sessions you will learn the shape of a compliant answer for each task and stop needing to think about it. Use the checker here while drafting to calibrate that instinct, and keep a habit of a final pass that confirms the count before anything else. If a response is regularly outside the range, fix that first: it is a faster gain than any improvement in content.
