Concordance is a statistical equivalence published by Pearson, not an official exchange rate. Institutions and visa authorities may apply their own equivalencies, and Australia assesses each skill separately.
Why one band becomes a range
IELTS reports in half-band steps while PTE reports on a much finer point scale, so each IELTS band corresponds to a span of PTE scores rather than a single one. The range shown above is that span. The lowest score in it is the point at which the published alignment first reaches your target band, and the highest is the point just before the next band begins. This asymmetry matters when you are converting a requirement rather than a result. Going from PTE to IELTS loses detail and gives you one band. Going the other way recovers no detail, so the honest answer is an interval. Any tool that hands you a single PTE number for an IELTS requirement has quietly chosen one end of that interval for you.
Where to aim inside the range
Aim for the upper part of the range, not the lower bound. There are two reasons. First, the bottom of the range is a boundary, and score variation between sittings is normal, so a result at the boundary can fall below it on the day. Second, an institution converting your PTE result back to its IELTS requirement will use its own published table, which may place the boundary slightly differently from the concordance. Building a margin absorbs both risks at once. If your requirement is per-skill rather than overall, apply the same logic to whichever skill is weakest, since that is the one that decides the outcome. Targeting comfortably above the published minimum is also simply cheaper than resitting the test.
Check that PTE is accepted first
Before you plan around a converted score, confirm that the organisation you are applying to accepts PTE at all, and accepts the version you intend to sit. Recognition varies by country, by institution and by visa stream, and the fact that a body publishes an IELTS requirement tells you nothing about whether it takes PTE alongside it. Where PTE is accepted, the published PTE requirement supersedes anything a converter produces, so look for that figure directly rather than deriving it. Check too whether the requirement includes per-skill minimums beneath the overall figure, because an overall score that clears the bar while one skill sits under its floor is a common and expensive way to fail an otherwise strong application.
